Education (Early Childhood Services) Regulations 2008
As a licensed early childhood education (ECE) and care service, Pandas Home Care is required to comply with the regulatory standards and criteria set out in the Education (Early Childhood Services) Regulations 2008 and Licensing Criteria for Early Childhood Education and Care Services 2008.
The guidance provided with each criterion is a starting point to show how services can meet the requirements.
Our service is eligible to receive government funding, and must comply with the Ministry of Education funding rules in order to do so.
The quality of the education and care provided by the service is also reviewed regularly by the Education Review Office.

Vulnerable Children Act 2014
All early learning services must have a child protection policy and safety check their children’s workers. These are requirements under the Vulnerable Children Act 2014 (VCA). They are also required under Ministry of Education's licensing and certification criteria. As well as applying to early learning services, the VCA requirements also apply to any organisation funded by the ministry to provide services to children.

Pandas Home Care
Licensing Criteria For Home-Based ECE Services
Pandas Home Care is licensed in accordance with the Education Act 1989 under the Education (Early Childhood Services) Regulations 2008, which prescribe minimum standards that each licensed service must meet. Licensing criteria are used to assess how the services meet the minimum standards required by the regulations.

ECE Funding Handbook
Funding Handbook is issued under section 311(5) of the Education Act 1989. The funding paid to licensed services is paid subject to the terms and conditions set out under this Handbook and must be complied with. The terms used in this Handbook are based in the Education (Early Childhood Services) Regulations 2008.
